New Railway Pass Upgrade Rules for Rajdhani & Shatabdi
Railway Board allows pass holders to upgrade to higher classes on Rajdhani and Shatabdi trains by paying the fare difference.

In a significant policy shift, the Railway Board has introduced new railway pass upgrade rules that allow holders of railway passes to travel in higher classes on premium trains. This decision aims to resolve long-standing ambiguities regarding travel entitlements under the existing framework.
Upgrading on Rajdhani, Duronto, and Shatabdi
Under the updated directive issued on October 30, 2026, pass holders are now permitted to upgrade their travel class on prestigious services, including Rajdhani Express, Duronto Express, and Shatabdi Express. To avail of this facility, passengers simply need to pay the difference in fare between their entitled class and the higher class they wish to occupy.
This provision is officially enabled under Rule 3(x) of Schedule-II of the Railway Servants (Pass) Rules, 1986. This new directive effectively supersedes all previous instructions concerning travel entitlements for both passes and Privilege Ticket Orders (PTOs).
Who is Eligible for the Upgrade?
The new directive expands benefits to a wider group of railway personnel and their families. The following pass types are now eligible for these upgrades:
- Privilege Passes (PP)
- Post-Retirement Complimentary Passes (PRCP)
- Widow Passes (WP)
Previously, the ability to upgrade by paying the fare differential was often restricted to railway personnel above Level 5. However, the updated policy removes these barriers, extending the benefit to all eligible railway employees, pensioners, and their families, regardless of previous grade restrictions.
Digital Implementation via CRIS and HRMS
To ensure the new rules are implemented seamlessly, the Railway Board has instructed the Centre for Railway Information Systems (CRIS) to update the necessary digital platforms. This follows extensive consultations with the Commercial Directorate.
The technical updates will be applied to:
- The Passenger Reservation System (PRS)
- The e-Pass module of the Human Resource Management System (HRMS)
These immediate updates will allow pass holders to access the upgrade facility through the standard digital booking channels used by millions of passengers across the country.
